REGULAR MEETING
TUESDAY, SEPTEMBER 15, 2015
MEMORIAL TOWN HALL, 52 LYME STREET
OLD LYME, CT - 7:00 P.M.

Present and voting were Art Sibley, Vice Chairman, Mary Stone, Secretary, Kip Kotzan, regular member and Nancy Hutchinson, alternate

Present:  Keith Rosenfeld, Land Use Coordinator

Absent:  Judy McQuade, Chairman, Karen Conniff, regular member and Harry Plaut, alternate

Case 15-22 – Ernest & Sandra Perlini, 37 Ridgewood Road

A Motion was made by M. Stone, seconded by K. Kotzan to CONTINUE the Public Hearing on 37 Ridgewood Road, Perlini to the October 20, 2015 Regular Meeting at 7:00 p.m., Mezzanine Conference Room, 52 Lyme Street pursuant to an e-mail dated September 15, 2015 received from applicant’s attorney since there are only 4 members present and voting.  No discussion and a vote was taken.  In favor:  A. Sibley, K. Kotzan, M. Stone, N. Hutchinson  Opposed:  None   Abstaining:  None  The Motion passed unanimously.  4-0-0

Case 15-25 – Erik Krajewski, 10 Noyes Road

A Motion was made by M. Stone, seconded by A. Sibley to GRANT the necessary variances to demolish the existing structure and build a new FEMA compliant structure that will be centered on the lot making it more conforming per the plans referenced as Exhibit A, site plan and Exhibit B, construction plan in the file.  No discussion and a vote was taken.  In favor:  A. Sibley, K. Kotzan, M. Stone   Opposed:  None   Abstaining:  None  The Motion passed unanimously.  4-0-0

Reasons for granting:  Produces FEMA compliant structure and reduces other non-conformities that previously existed.

Case 15-26 – Peter & Mary Ladd, 12 Littlefield Drive

A Motion was made by M. Stone, seconded by K. Kotzan to GRANT the necessary variances to remove existing entry/bath and construct a new 18’ x 18’ addition for new entry way which will have a new bath and new stairs up to the attic storage area per the plans referenced as Exhibit A and Exhibit B in the file.  No discussion and a vote was taken.  In favor:  A. Sibley, K. Kotzan, M. Stone   Opposed:  None   Abstaining:  None  The Motion passed unanimously.  4-0-0

Reasons for granting:  It is clear that upper space will not be living space; house not being expanded beyond what is necessary to address health and safety issues and plan does not increase existing nonconformities.

Case 15-27 – Frank T. Hackett, 14 & 16 Moore Avenue

A Motion was made by M. Stone, seconded by K. Kotzan to GRANT w/conditions the necessary variances to construct a new single family dwelling on the lot per the plans referenced as Exhibit A, construction plan and Exhibit B, site plan in the file.  The conditions are that the applicant must demonstrate that lots have been combined into a single lot before a zoning compliance permit is issued and the existing structure on the property must be demolished.  No discussion and a vote was taken.  In favor:  A. Sibley, K. Kotzan, M. Stone   Opposed:  None   Abstaining:  None  The Motion passed unanimously.  4-0-0

Reasons for granting:  A reasonable use of the property which existing regulations would have prohibited; development of lot is appropriate to neighborhood and existing unsafe dilapidated structure will be demolished.

Minutes

A Motion was made by K. Kotzan, seconded by N. Hutchinson to Approve the June 16, 2015 Minutes with the following correction:  Page 7 – Sentence beginning “Miss Hutchinson” should read “Karen Conniff”.  No discussion and a vote was taken.  In favor:  A. Sibley, K. Kotzan, M. Stone   Opposed:  None   Abstaining:  None  The Motion passed unanimously.  4-0-0
                
A Motion was made by K. Kotzan, seconded by M. Stone to Approve the July 21, 2015 Minutes as submitted.  No discussion and a vote was taken.  In favor:  A. Sibley, K. Kotzan, M. Stone   Opposed:  None   Abstaining:  None  The Motion passed unanimously.  4-0-0

Adjournment

A Motion was made by K. Kotzan, seconded by A. Sibley to adjourn the September 15, 2015 Meeting.  No further discussion and a vote was taken.  The motion to adjourn passed unanimously.  4-0-0    The meeting adjourned at 8:17 p.m.
